How exactly would you create an "additive" to do this? The co2 is created when carbon atoms in an item are combined with oxygen in the air. The only way to get more co2 would be to add more carbon. Any refined products will have exactly as much carbon in them as the people doing the refining are aiming for.

Methane is a potent greenhouse gas, much more so than CO2. So hiring people to start pipeline & storage tank leaks would be a good start - you might even be able to trick some of the stupider enviromental protestors into doing it for you. Convince them they are making a stand against the big, evil oil & gas companies by cutting holes in their stuff.

There are also various hydrofluorocarbons that are extremely good at holding in heat. The downside is that they only last ~15 years in the atmosphere, so you better hope your plot works fast.

Oh yeah definitely, there are naturally occurring GHGs far worse than methane. Imagine getting chemical engineers to design a gas that is completely opaque to longwave radiation and then mass producing it and emitting it into the atmosphere. We'd be done for in less than a decade, runaway warming would end civilization and ecology as we know it.

Good question. It's complicated. If the end goal is to burn as much of the petroleum products contained underground as possible, you need to make sure the logistics required to do so will be there. These include raw materials such as iron, copper etc. a sustainable agriculture system, and of course the petroleum products that acquiring these need. It's somewhat circular.

In a lot of ways the carbon tax ironically accomplishes this because it stops people from using resources for wasteful recreational activities which otherwise might be needed to maintain that logistics system through the future.
