The difference between a PhD and a decent masters is just the time you are supposed to take to finish. Both are research work. That said, enrolling in a masters program and taking twice as much time to finish it don't make you a PhD student, just an incompetent masters student.

It takes twice as long because students who get the fellowship are supposed to be going for a PhD. It takes two years to finish a course only masters load and I'm doing research while taking courses (like a normal PhD)
