Is the brain limited at all in the scope of which untrue notions it can make a person believe? If no, then all anyone can say about their notion of "experiencing" is that they have a strong belief they're "experiencing" things.
Suddenly the mystery of "qualia" stops being so mysterious and you're free to focus on more productive and multiple third party verifiable topics like how a person's physiology works and how the interaction between their environment and their physiology results in their reports and behavior surrounding events previously (and poorly) described through reference to an "experience" phenomenon that was never really happening.
