AI augment their own capabilities with programs and algorithms. If we can't be said to use the same methods to do the same then it stands to reason that no technology can augment any form of cognition.

There's a good chance of that. The interface stability issue has probably been solved. Used to be that neural interfaces degraded to the point of not working in the body by causing tissue death(leading to some solutions straight out of a horror movie). We have monkeys that have had neural interfaces in for 8 years. The monkey used in this video is one of them:

The monkey is still alive and healthy, along with its interface. It continues to be employed in experiments.

I know right? Reminds me of ape escape. Apparently, the researchers really want to be able to let the monkeys roam free in the lab with their wireless neural interface, the cap looking structure on the monkey's head, but apparently the lab managers won't let them do that...

How long until research on augments switches from only "returning cripples to baseline ability" to "make healthy people into super cyborgs"?
I think the fact that the target market is so tiny (ie just cripples) has really reduced the marketability of this stuff.
