I think Bic Cristal is a good allrounder. Clearly mediocre feel and ink, but they rarely starts to skip before they are empty. They are dirt cheap and you can get them everywhere. Buy in bulk online to save even more money.

Don't buy a fountain pen unless you can actually write in cursive. I know you want to look cool, but your handwriting won't improve, you'll write more slowly b/c good fountain pens (i.e., the only ones worth writing with) are delicate instruments, and to be honest, regular ball point pens write more smoothly. Fountain pens are a special occasion pen. If your going to be scribbling away at proofs, use a cheap ballpoint pen. For a nicer gel pen, buy those Muji pens from Japan, and make sure to unscrew the back a tiny bit so the nib has a comfortable amount of slack.

Try the muji pen desu. People complain of hand soreness with ballpoints. Using the muji how I said requires as little pressure as a fountain pen. .38 is the size I like, it's quite thin but very smooth.

Pilot Frixion: Can be erased, and always, ALWAYS writes. No need to draw a kilometer of lines before ink flows. Also its cheap and ink is easy to find.

For pencils: Pentel GraphGear because its made out of metal, has a knurled grib plus rubber pads for no-slip. And the clip is great.

Fountainpens could be an alternative if you do not mind crossing out your errors instead of erasing them, and if you find a good one that has a tip that fits your writing style. Expect to spend 100-300 on that one.

Mechanical pencils like:
Pentel P205 or P207 (respectively 0.5 and 0.7mm both strong but light weight pencils)
Caran D'Ache 844 (0.7mm)
or Pentel Orenz (0.5mm with a retractable tip so no issue when you drop it on the floor)

For writing I prefer the 0.5mm ones I have.
The Pentel ones are built like a rock and don't cost much. The leads also make a lot of difference. I use Pentel and Faber Castel HB leads.
Did all my university notes and exams with a Caran d'Ache (unknown model with retractable tip) which I once found but recently I unfortunately lost it.

DESU it's just a matter of personal experience. I have 4 brands of leads here in the drawer (including Staedler and unbranded) but the Faber Castels ones slide so smoothly my over the paper, almost as smooth as a moist pussy.

I use a Lamy Safari with extra fine nib. The only problem is getting resistant paper or ink that works on cheap paper.
However, I only use it for notetaking and refill every four days on average. For proofs/homework I use Pilot V5 and Rotring mechanical pencil.
