Regenerative breaking is already used in hybrids and electric cars to get back some of the lost energy. Attaching the motor on top of the car requires energy to operate and you would never get greater than unity anyway.

does it mean electromagnets or permanent magnets? it should be obvious why electromagnets wouldn't work, permanent magnets wouldn't work because magnetic repulsive force makes them demagnetize eventually, they essentially have a set amount of potential energy that can be exhausted

It wouldn’t work because a voltage around a current loop is only produced by a time varying magnetic field, as given by Faraday’s Law. Putting a bunch of magnets fixed around a loop of wire doesn’t do anything.
