It is. Africans are experiencing a massive upswing in IQ right now. In the 1990s places like Mozambique had an average IQ in the 60s. Now Mozambique has an average IQ in the 90s higher than places such as Russia, Ukraine etc.

A hypothesis for why this is the case is that a lot of Africa experienced famines in the last decades which suppressed the average IQ. Countries like Russia also had this in the past which is why they still score under western european levels.

But now that most places in Africa have been without any serious famines for almost 30 years we are starting to see their IQ return to the normal human mean of ~100.

Turns out IQ isn't highly dependent on race after all.

The reason is, that there are two brains in our body - the cerebral cortex, and the cerebellum.

The cerebral cortex is the statistician, and the computer. It spots correlations and can learn things mechanically.

Well, the major part of IQ is that you get high IQ if you agree on one unique answer. There is little correlation between rationailty and IQ, since high IQ peopela almost universally agree on and are exceptionally sure about a certain answer, even though it isn't necessarily the true one. A lot of it is also cultural, children raised in the west nearly universally agree on a, other children jsut as universally agree on b.

Different selection perhaps. For example, the Baltic people are much closer to one another genetically than the Scandis are to one another. Yet in spite of a very high IBD, the selection played out in such a way that Estonia has the highest IQ of the three and its average value is considerably higher than that of Lithuania's.

Now so far we have only looked at the average value, but I am fairly certain that the variance and hence the SD would also have different values for these populations (for example, Lithuania has a considerably higher amount of Nobel prize winners than Estonia does in spite of the population not being all that much higher- ~2x the population with Lithuania having 3 prizes vs Estonia's 0). Some populations may have a low variance, some may have a high variance and this may or may not correspond to actual overall genetic variation of a group.

IQ's genetic component would only be a small part of the overall genome so you cannot exactly extrapolate relatedness and variance between populations to their specific characteristics like intelligence.

So, there is/are indeed genetic component(s) to IQ but they are not straightforward and are a result of dynamic complex selection which never stops.

Not him but while starvation is an issue, malnutrition is the bigger problem. Starvation is the lack of sufficient consumption for general survival while malnutrition is the lack sufficient nutrients for optimal organ functionality. You can avoid starvation but suffer from malnutrition and research proves that lack of specific nutrients will heavily impact cognition/IQ. The lack of Iodine by itself during both prenatal and early childhood constitutes 8-12 IQ point loss.
