No, ethnicity does very little to ensure that you share a large portion of genes. You would maximize r by beginning your altruism within your family since they share the largest portion of genes with you. There is no real way to tell if one person shares more genes with you than another just by looking so outside of your family you should help your community which will further benefit your family. Outside of your family and your local community it makes very little difference who you help insofar as this rule is concerned

Slow and humans are fast. You can find genes that are shared ubiquitously enough to mark that person as having descended from people in specific regions around specific times, but that does not speak to the proportion of genes you share with that group of people. Race, in all it's past and current incarnations, is not a sound taxonomic classification

Race as genetic clusters is a sound classification. Get with the times grandpa, we use whole genome sequencing now. Not just a handful of genes.
