He's claiming that Newton is the greatest genius that ever lived, but by saying he is the most fortunate he is acknowledging that there could have been geniuses of the same or greater caliber, but since the "system of the world" had already been established, these hypothetical geniuses would never have the opportunity to prove themselves in the same way.
