Is programming the highest paying job you can get currently?

Everywhere I look, the pay in other industries is above the average but not by much. This is for specialized sectors of industry like LASER physics and semi-conductor physics.
Then you have ads for programming jobs that are like 3 to 4 times the average.
I thought (wrongly apparently) that a much harder specialization in a niche sector would pay much more than generic programming jobs.

According to my Professor at a Dutch uni:
If you work at a big company with a pay scale you'd start at a higher grade with a Ph.d, even if doing the same job as an Msc. Also, in consultant roles a Ph.d gives you bragging rights and gives your company/firm bragging rights as well.
