I just shine a laser light directly into a lizard's eye does it make it go blind?

Thou needs to shine thy laser for an extended period of time.

yes

Yes but only where the laser focus is on the retina. Unless you hit the optic nerve they'll only go partially blind.
Depends on laser wattage and wavelength too.

As a good scientist, you should make an experiment, record it and report back.

it depends on the power of the laser
<5mW and probably nothing will happen
