To a Penguin (especially to make it easy for ourselves in the Antarctic) the land is an empty place of poverty and starvation. An absolute wasteland.
Evolutionary opportunity to a Penguin is in the sea which teeming with prey. That's where life is and flourishes and their food chain occurs. In the sea Penguins are hunted and vulnerable. That's why the come up on land but to fly is to range across the land to maximise resource finding and since this is no useful in the Antartic for such a large and social bird they evolved as swimming champs instead.
