Does time exist inside a black hole?

What about the existence of matter?

Yes, but what we outside of the black hole think of time gets exchanged with what we think of as the spatial direction towards the centre of the black hole when one passes through the horizon.
There can be matter inside if something is falling towards the horizon.

If there was a really long rope, could you put it in the black hole and then pull it out again (so long as it doesn't reach the event horizon) ?

The fibers of the rope wouldnt be able to survive spaghettification. You wouldn't be able to pull it back out.
