just no. the AREA of the earth's SURFACE is 70% water not the MASS of the earth itself.

but anyways, i think because sea life in general have better and easier time hunting for food than being on the surface. being om the surface required more survival skills thus the need for more brain development.

Most of the ocean lies beneath the photic zone. Not enough energy to foster beings that would generate great creations. Intelligent life did spawn from the ocean and is still in the ocean actually so I assume you mean intelligence, and more so creations, which rivals humans right?

Dolphins/killer whales have a similar encaphalization quotient as humans. If they'd evolved something like opposable thumbs or managed to get an advanced language together they may have accomplished much more with time and further evolution.

As it stands there's nothing to say it couldn't happen in the ocean as well with enough time.

If we take a look at how our own human intelligence grows from birth to death, we can see a parallel. The parallel also extends to human species vs other hominids. It also extends to Non-hominid species as well.

Its called experience. Larger the experience something/someone is exposed to, the more intelligent that will be.

In order to make tools you need hands, sea animals don’t need hands (primate style hands are terrible for swimming relative to fins and tentacles) so even if their brains are more powerful than ours they wouldn’t be able to use them in a meaningful way.
