Why am I more eloquent while mildly inebriated? Is there an alternative to alcohol that has the same effect?

Alcohol only makes you more eloquent because you're less anxious and measure your words less. You also feel happier about what comes out of your mouth instead of immediately regretting it. Lack of confidence can make you appear less intelligent, less eloquent, and so on as when you're confident you aren't tripping over your words and forgetting what to say, and when you do, you recover quickly.
Closest legal thing would probably be a responsible combination of sunlight, adequate uninterrupted REM sleep, not having any vitamin deficiencies, and staying hydrated. Once you have those sorted out, low dose Adderall and (very) low dose ketamine probably.
