my univ has banned any cooking appliances (heater, cooker and shit like that coz some dude burned his bed coz of it, obviously we know they do this to save power. they come in checking some random day for these , how would you make a cooker, heater or whatever to cook?

I've never heard of a university that'll try that hard. most of the time "inspectors" are just students, grad students, proctors who generally don't give a fuck and will just enter a room, check it off their list, and leave if there isn't anything particularly damning like a giant cloud of weed smoke or an open flame. hell, at some universities, proctors aren't allowed to check anything that isn't in open sight, so if you put a sheet over your table covered in bongs and other weed paraphrenalia, they're not allowed to confiscate it, even if the shape is clearly visible.

If you have a plug just make a heater. All you need is to know how much current you can draw and then get a bunch of thin steel wire. Find the resistivity of the material you are using, divide by the cross sctional area of the wire, multiply by the length of the wire and you have resistance. Divide 240V (?) by the resistance and you will get current. Make sure the current does not exceed breaker limits.
I*R = U
l*r/A = R
where I - current, R - resistance, U - voltage, l - length (units), A - cross section (same units^2), r - resistivity (constant).
Rearrange the equations if you want length to be a function of current l(I)
