What happens when a system reaches one of the many maximal entropy states?

Sure it will transition to other maximal entropy states with high probability but there will still remain a very small probability that it will transition to a lower entropy state.

The second law isn't a LAW.
It is a probabilistic statement that can be violated given enough time.
It's violation is also a probabilistic statement.
