could the intellect of a say, 3 year old child, be programmed into an AI and given a robotic body in which to express itself reacting to stimuli

Why don't you try to and find out?

I don't know man, it sounds spooky, we could start with all the apriori functions that a baby has and program it into an AI, and from there we can keep going. but by no means try to make it like a human, just give it minor problem solving ability e.g find out effective methods to achieve a resource

Yes, but it wouldn't be his "soul". It would be all of his complex pattern behaviours. It would take about 10 years of progress from now. We could do what you're asking with a worm, but still no stand-alone self-learning intellect. Machine learning comes before artilect. So if you want a real child brain programmed into an AI, it would take more than a few decades after the next machine learning revolution.

strictly an ai that can be programmed to learn specific traits that it has the facilities to absorb or entertain then from there we can give it problems to solve, and keep building from there.

We can scan recollection data of any brain and make a perfect virtual copy. The hard part is deciphering the brains storage. In short, once virtualized and decyphered, you can be "copy-pasted" into an AI.
