Depends on the circumstances of that specific society. In a stable western society, usually somewhere center-right generic capitalism. Results will vary for third world countries with notable effective autocratic/socialist cases like south korea and singapore.

Pragmatism, Machiavellianism, Geopolitical focus.

The best political ideology is to have no ideology and adapt to whatever is the best for the situation at hand. Become a democracy at peace times to make people more productive workers due to feeling free and growing the economy. Became a nationalist fascist dictatorship during war times to have a greater control of the country and heighten morale.

Become a hereditary based monarchy during times of decline to ensure order and a stable basis to recover from.

Most of these happen naturally but it's far better if you actually understood the rational basis for these actions and base your actions around them.

Every nation with an ideology aside from pure pragmatism has an inherent detriment compared to pure pragmatic nations which will lead them to be outperformed in the long run.

A bullet in the back of everybody's head. Society's problems are caused by people. You can fix all of the problems we have now, but because society is built of people, they will make new problems. That isn't to say we shouldn't try, but only once you accept this harsh reality will you be satisfied.
