Are those really meant to be two flowers on top of each other, or just one flower that is shaped differently? There is also no 100% way to be sure to know that the value of the clock is 6, or if just the clock itself represents the value 6; meaning the watch hands in the last equation being 5 would not change the value of the clock. It is likely that the person who made this had the watch hand value in mind but there is no way to know for sure because the first time we see a different value is the one we're supposed to solve.
tl;dr there is no definitive answer

>>10374391
The 3 caterpillars at the top are identical, they each have 5 dots and 1 flower.
3 Identical caterpillars summed up equals 21.
21/3=7
The caterpillars each equal 7.
Another caterpillar, identical to the previous ones, plus two identical clocks equals 19.
19-7=12
12/2=6
The clocks each equal 6.
Since each clock's hour hand is at 6, we can infer that the value of clock is equal to the number pointed at by its hour hand.
1 Flower plus another identical clock plus another identical caterpillar equals 15.
15-7=8
8-6=2
Therefore, a flower equals 2.
Since all previous caterpillars were worth 7, and had 1 flower, and 5 dots, we can infer that a caterpillar without a flower would be equal to the number of dots on its body.
Therefore, a caterpillar with 6 dots would be equal to 6.
2 flowers stacked one on top of the other would be equal to 4.
A clock with the hour hand pointed to 5 would be equal to 5.
6+4+5=15
15 is the correct answer.
