Might not be the best book in the world but it does a solid job of explaining how an IQ stunted underclass can be controlled for the benefit of long term stability. Though I absolutely agree with you on the point of retard infantry being a horrible idea. I think the balance you need to strike is the fulfillment people get from their occupation needs to match their IQ which also needs to match the demands of the occupation.
