The sad truth is that a nations success is determined first and foremost by the average IQ of the nation. IQ is determined first and foremost by genetics.
Given these two things the most important thing for us to do if we want to see the most amount of nations succeed and the least amount of starvation and suffering in the world would be to use genetic engineering to make sure future children are all born smart.

That is almost entirely correct. The problem is that you think genetic engineering is the key when it's actually eugenics. You have to provide incentives for those that rise above the average low IQ to prosper better so that their genes are more spread.

But at the moment, it's the opposite. We penalize the smartest (taxes) while we give incentives for the poor to prosper (welfare).

Eugenics is the only way.

Also success and IQ is a correlation rather than a causation, there are probably a lot of other factors involved. A potentially smart kid with bad upbringing is still going to be a stupid adult.

theres already in place a genetics program to increse the iQ of blacks and that is the mass scale mixing with whites. jews have done this with remarcable success for hundread of years, even on a cultural level they have the very strong ideal to marry "high achievers" that sole ideal have them inter-marry almost exclusively with whites during all this time (and almost none with other races).

Success is determined by levels of corruption. Is the leader of said country there until death, and all internal positions appointed based on nepotism and/or bribery? The country will fail.
Note Italy is an absolute joke of a country with a nearly nonexistent justice system, and pure nepotism from the top down. Ergo rampant corruption and failing institutions while it's neighbors thrive, who don't have nearly the same resources Italy does.

Italy and Spain are nicer places to live than almost everywhere outside of Europe. Even inside of Europe they'd be above average. I'd rather live in Vietnam or North Korea than anywhere in Africa too.
