During long-term storage in space, it'll be allowed to boil off little by little. The larger the vehicle, the slower the relative rate of boil-off, so this works much better for something big like Starship, and it can be tolerated on a half-year+ coast to Mars. Of course they load it in a liquid state on Earth. The density would be far too low with it as a gas. So they cool it to cryogenic temperatures before pumping it into the rocket.

Space doesn't really have a temperature. You're in a near-perfect vacuum, which is neither hot nor cold, it's just nothing. What space has is radiation, especially sunlight. If you shield the sunlight perfectly (like with multiple layers of reflective foil, held out away from the spacecraft), and you're away from any planet, then all you've got to cope with are starlight and background radiation, so the shaded part of your spacecraft should be able to radiate heat to reach a temperature as low as a few degrees above absolute zero.

Without these elaborate measures, a spacecraft will normally be warmed by sunlight, to well above the boiling point of liquid oxygen. That's why the basic plan is to let it boil off little by little in Starship.

Is it supposed to serve as the heat shielding for interplanetary re-entry? I don't believe that'll work. I don't think it'll even work for re-entry from LEO. So that's one side that won't be bare steel.

As for the top side, with the windows, I doubt it'll be bare steel either. There'll probably be insulation and a weather protective surface, maybe with some micrometeoroid protection. More to the point, they won't aim that side at the sun because of the windows. They're going to put the heat shield toward the sun.

Its literally a property of the materials. Steel has a fatigue limit and aluminum doesn't. This means that there is critical stress for steel which if not exceeded doesn't build up fatigue in the metal. By contrast, aluminum starts accumulating fatigue when put under the slightest repetitive loading.
