It's virtual photons. Magnetic charges couple (interact) to each other over a distance, and exchange photons (or behave as if they do.) If you take this as a given, and then work out the math, it's probably the most accurate theory of anything ever. Ever.

but questions like "why is there a gravitational force?" for example are pointless. you can't answer them. you could point out that masses curve space and therefore the masses move towards each other and such. but why would masses curve space? you haven't answered the "why" question, really. you merely described a mechanism that can explain the observations.
you could go further and ask "why is there mass at all? why is there something called "space" or "time" at all? why is there something rather than nothing?" etc. etc.

...Nobody asked WHY, they asked HOW. For example, we know HOW gravity pulls bodies together, the bodies follow their normal path through curved space. What we do NOT know is how magnetism works in a similar fashion. THAT is the question.
