Are you calling the U.S. airforce, NASA and the F.A.A retarded? 80km is far more technically meaningful than 100km, which is just a nice, round number with no scientific meaning. The 80km number originates from satellites being unable to orbit below this altitude, whilst some satellites, such as the soviet Elektron-4 have orbited below 100km.
