Northern European girls didn't even see first menarche until 16 or 17 years old at the beginning of the 20th century. If you look into how dairy is produced you will see that to maximise efficiency hormones are used to induce estrus outside of the natural cycle.

Animals generally only reproduce once annually. If you want more meat or milk you wean the young animals earlier and induce another cycle using hormones. Now you get the product of two young animals to sell and/or two milking cycles per annum.
