Most humans at present are still operating at a level not much higher than the social tool weilding animals we once were. Morality must be enforced via fear of punishment. If a situation permits that they cannot be held accountable for immoral actions it's only logical they would push these boundaries.

It's human nature, but it's unevenly repressed in individuals. Anonymity just triggers this primitive aspect of humans. It gives you a sense of safety that you won't get caught. The trick is to be intelligent enough to know why something is wrong and why it shouldn't be done and not only because someone said so. Sadly this isn't the case with the masses.
