Hypersonic flow in general and heating in particular is still super difficult to simulate.
I think a general rule of thumb is the bigger the craft the further the shockwave is away so the booster might have an easier time.

This is complete conjecture so take this with a grain of salt, but SX have a lot of experience with Falcon 9 in terms of using every drop of fuel down to the last second. I think optimally they want Falcon to literally run out of fuel as it touched the ground
So with the hop campaign they were already running on very low fuel and figured 2 engines with higher output was better than 3 engines that would burn through that fuel way more quickly. Basically they thought they could get away with being a little more “efficient” but it turns out it’s just easier to run with three engines doing the heavy lifting.

Yeah. You're horizontal at terminal velocity and need to end up upright at zero velocity right on the ground.
Given those contraints you either start flipping higher up and land with two engines or you start flipping lower and land with three.
Gravity loss is time dependent so the faster you decelerate to zero the less fuel is required.
Fuel optimal landing is firing three engines at 50m altitude, swinging around ASAP and touching down with three engines still firing.
Although it could be more like first two then three because the horizontal velocity you add at first needs to be canceled out.
