Starship only burns for like 10 seconds in the thick part of the atmosphere.

It doesn't make sense for mars either because mars has basically no atmosphere, so you can use mostly vacuum adjusted nozzles at the surface.

The only application it really makes sense for is an SSTO or shuttle style craft, however both of those are crappy compared to a TSTO.
Any SSTO with a TWR of 1.5 at launch is going to have a TWR of 15 with empty tanks, even more with drop tanks.

Because they have not enough space there. Not many realize that, but Starbase is a very small launch site, for a super heavy lift vehicle. For comparison, LC-39A is almost ten times larger. If you look at the map, you can see that Starbase is somewhat divided into suborbital and orbital parts. So the very small orbital part has to fit that tank farm, and there are not many options and you see what SpaceX has chosen, build vertical tanks to save space and separate them with a berm. That worked partially, because due to some legal bullshit, methane tanks have to be certified and those at Starbase certainly aren't, so SpaceX had to sacrifice a part of the landing pad for horizontal tanks.
Those issues are not present at LC-39A, where another Starship launch site is being built.

The problem lies at the very top level (solar system/galaxy/cluster/universe) and the problem lies at the low level (atomic/subatomic).

What? No. NASA was given like 2-3 additional Hubble-like Spy sats which they're going to repurpose for science missions. Hubble is not a repurposed spy sat. Also, no, having a JWST like mirror pointing down to the Earth would be too reflective, it'd be easy to find when looking at the sky.
Also, literally no racket in the US repertoire currently or in the past 10 years, has the fairing size available to launch something like the JWST but for NRO purposes. JWST itself was launched on the Arianne5 and it BARELY fit inside the fairing. JWST is absolutely massive in terms of an observatory and basically maxes out everything in the market for size/capacity.

That said, I hope Starship succeeds so that we can get: https://www.space.com/42952-nasa-space-telescope-ideas-for-2030s.html, LUVOIR-A instead of LUVOIR-B. A 50-feet across hex mirror like JWST, but able to capture visible light means that its just at the bare minimum "big" mirror to be able to point at Alpha Centauri and get a fuzzy image of a planet in the habitable zone. To get a blue/green or blue/brown image back. But multiple Starship flights over the next 20 years, will potentially unlock our ability to construct a 50 meter across or bigger visible light collecting telescope, like LUVOIR-A; for a 150 feet across mirror. Collecting light with that and focusing it onto a sensor, would be sufficient to then basically fully image a planet and get cloud patterns, landmasses, greenery, big storms, etc. The larger the mirror surface area, the amount of light you can collect exponentially increases, and the resolution/clarity/detail of what you're looking at increases by the same amount or more.

JWST's mirror is just big enough to detect exo-planets around Jovian bodies and take their atmospheric spectra or outright take the atmospheric spectra of terrestrial worlds, but can't image those planets themselves; mirror too small.
