It wouldn't be practical to use Mars for building resources, at least first, because of the gravity well. It makes more sense to mine asteroids for zero g industry than to spend all that delta v getting stuff off of Mars. The Moon is also a good option, since its gravity is so low and and its closer to Earth. Mars will probably be useful for inhabitation and some forms of mining if it has rare stuff, but otherwise it won't make that much sense to start mining mars, especially if Mars starts getting terraformed.

I'd argue Habitats serve a function of letting people go build their ow nations and societies free from Earth politics to at least some degree. As well as making sure humanity doesn't die if Earth does. And being a convenient middle-ground between now and colonizing other star systems. Building a swarm doesn't check those boxes, and doesn't spark joy.
