Close a few theoretical loopholes with why the device could never exist. But lets also assume its power source is cheap and easily obtainable, it never fails or breaks with responsible use, and it cant be reverse engineered or replicated.

Well what are the applications? You can only portal onto concrete like surfaces and they can't be moving. You need a line of sight and it is short range. I don't see that as being super practical.

You wouldnt be able to sell it. Military would take it from you. Then they would take you under surveillence. You would be a major security problem. You would likely have to live the rest of your life in a military facility.
