well for one, those are not circles. But let's just take the trivial metric( distance is 0 for identical points and 1 otherwise). Then we can define the measure of both areas adequately( we calculate on the trivial ring here) using an integral. This clearly gives us a valid measure since it is normated( a square with sides of length 1 has the area 1), is invariant to movements and disjunct areas are additive. Why this mental masturbation? To show that if you allow for enough additional assumptions every image could mean ANYTHING.
