That doesn't really explain the meme, just the limit on the meme.
The meme came from a few different steps.
First, there were people matching up some youtube celebrity faces with Shrek characters.
The youtube celebrity in this meme is 'Markiplier' and the Shrek character he's matched with is Lord Farquaad.
Next there's a video of this youtube celebrity shouting:

Finally, Mark Zuckerberg's body was added in to make it more confusing, the grainy filters are a reproduction of the style used with black people facebook 'real nigga hours' type meme pictures, and the use of the letter E referencing that video was something people were looking for to begin with because of an attempt to make a meme alphabet (e.g. press F to pay respects from Call of Duty was the letter F in the meme alphabet and that guy from some movie called 'Paul Blart: Mall Cop' shouting AAA was the letter A in it).
