Would there be any downsides to government controlled pregnancy besides "muh feelings"?
From what I can gather crime and overpopulation would fall while the average IQ would rise if only suitable people would be allowed to have kids.

I think the only way to impliment something similar today would be to do it as a tax cut per child up to the target number of children (presumably 1 each/2 per couple) which would be forfeit if you exceed said number. Even then you'd face a massive uphill battle to pass that legislation and it would probably have to accompany massive tax reforms to prevent the rich from abusing it

Well, if you're somebody who doesn't like getting told what to do, or you belong to an ethnic or religious group that has rivalries with ethnic and religious groups that control the government, or even if you've got bad blood with some papee pusher bureaucrat in charge of this, it's a bad thing for your self interest. The problem with government is that it isn't some magical impartial entity, it is composed of individual humans with individual human self-interest and individual human stupidity.

You would be better off just giving everyone a battery of intelligence tests when they enter high school, and offer anyone in the bottom 25% a decent hunk of money (say $15 to 20 thousand, with an option to get money when they turn 18, in case parents are dicks) to get sterilized. Also offer smaller amounts of money to stupid girls willing to do long term birth control, like IUDs. And the same for boys, once something similar is invented. Vasagel looks promising.

This system would likely end up saving the government money, by cutting down on future welfare recipients & crime, and the voluntary nature would not inspire as much butthurt about it.

This. If UBI is ever a thing, I would even go as far as to suggest that it should be offered conditional on sterilization. That way the portion of the population that is too dumb to use birth control doesn't spiral out of control in a couple of generations, beyond the capacity of the system.
