The shameful part is that most of the mathematical framework Maxwell neglected in his papers that would’ve made it more legible was available during his lifetime. He just didn’t know any of it. Less true for his EM work than his Stat Mech work, admittedly, but the point remains. Same was true for a lot of people working in Thermo/Stat Mech at the time, though. They just weren’t mathematicians.
