That's actually not bad. We know derived theropods had the possibility of feathers in their genes, and we know modern large mammals have the genes for hair, but most of their skin is not all that hairy.

I would not be shocked by something like that artist came up with. I would not be shocked by down on hatchling tyrannosaurs. I'd also not be shocked by totally featherless adults among the large tyrannosaurs.

Totally covering large theropods with feathers is probably silliness. Pic related is also pretty fucking silly, but was meant to be.
