Say you have a balloon being weighed down with water with a hose attached to it at a 45 degree angle. The hose leads up to the nozzle of the balloon which is creating a suction motion because of the weight being put on it. Would the pressure from the balloon pushing out water and the suction at the nozzle be enough to create an everlasting flow? Please explain I’m curious to understand the mechanics here

Let me clarify that what I meant by 45 degree angle of the balloon, I meant if you saw a balloon dangling being held by something, the hose would come from the bottom of it, but not completely under it
