I don't see why it wouldn't be 2, since that's the first glass that actually is fully closed (even though it looks like shit with a tube sticking from it). In the case of 7, you'd have to rely on water first filling glass 1 high enough for glass 3 to get the water, but that wouldn't occur until after 2 was already starting to get filled. As others already pointed out, 4,5 and 6 are all blocked off.

Of course, this all relies on the water flowing slowly enough that the pressure doesn't just force it into the 3rd glass immediately. If you were pouring a lot of water fast, 3 and 2 would begin to fill at the same time, which would result in it being 7 first (since the tube would slow water flow into 3 enough that it wouldn't fill 3)
