Global warming means more energy is added to the atmospheres and seas, and to some small degree (no pun intended) the land. This extra energy means volatility. Atmospheric events happen faster and with more energy. This includes pushing air off the poles. The cold air you are experiencing comes at the expense of the Arctic and Antarctic regions becoming warmer. Hence the increased calving in the Antarctic and the diminishing ice cap (both in seasonal duration and size), even while you experience more cold. But your summers will make up for that.

Why should it be on the 12th month?
What difference does it make? Aside for in systems where day of the month is limited to a maximum of 31 which would need to allow 32 for the special case of leap years instead of February just using some of the buffer it has.

Decades at the least.
A 30% higher output from the Sun would cause a lot of permafrost to melt along with a lot of ice in areas that are usually always covered.
This would lead to the Earth absorbing more heat as the Sun pumps more into the system.

Eventually it would stabilize but it would be a global disaster for humans and many other animals.
