Start with Maxwell's equations...

Assuming zero magnetic charge [math]\rho_m[/math] and magnetic current [math]\vec{J}_m[/math] (which is physically the case because we have never isolated a magnetic charge monopole) the second equation pretty much says that the magnetic field is due to electric current [math]\vec{J}_e[/math] flowing around in a loop. This electric current includes both normal and displacement currents (ie electric fields changing in time).

The force law then says electric charge [math]q[/math] traveling at velocity [math]\vec{v}[/math] responds to the magnetic field [math]\vec{B}[/math] as the cross product of velocity with magnetic field.

Shit like ferromagnets have special material properties that effectively allow macroscopic permanent loops of current to exist within the materical, generating the magnetic field around the ferromagnet.

TL;DR little loops of electric current or changing electric field cause magnetic field
