The rocket consists out of two parts.
Part one got part two and the satellite out of the worst parts of the atmosphere and then detached from the rest and landed.
The second part and the satellite are still in space.
The second part now brings the satellite in the correct orbit.

80% of the expense of the lower stage, on a vehicle with an expensive upper stage, and the recovered engines will still need to be refurbished and integrated into a new first stage. The ultimate potential of this is at most a 30% reduction in the cost of a flight, with a reduction in performance. It's an awful, dead-end plan which will probably never reduce costs at all.

The Falcon 9 flyback reuse, on the other hand, is the total recovery of a complete first stage, with a cheap upper stage. The ultimate potential is to land it in ready-to-fly condition, needing only to be refuelled with a new upper stage on top. This is potentially a 90% cost reduction. Then they could add a reusable upper stage and reduce costs 99+%. It's a step on an incremental path to radical increase in launch volume and routinization of space travel.
