College in America is just another name for uni. In fact people here will look at you funny if you call it "university".

We do have "community colleges" which are essentially institutions that only offer 2 year degree programs--focusing more on vocational study than academic research. Where I live in Florida, many community colleges have become "state" colleges because they offer 4 year degree programs, often for a fraction of the price of already cheap public universities.

The big difference between a state or community college is that these smaller schools don't receive grants and don't have tenured professors. However b/c of the saturation of the US academic market with PhDs, many have perfectly qualified instructors prepared to teach high-level classes.
