No. Poor people are less intelligent (on average) than rich people because of nutrition/childhood development factors/educational opportunities.

In the USA, a lot more black people start out life poor, so they don't score as well on tests or whatever metrics you want to use. Go somewhere like Canada where they don't have that, and there's no difference. And in America, if you control for income, any gap between racial divisions (which are arbitrary anyway) disappears.

actually the west african empires of the 1700's ish area benefitted from slavery. wealthy africans helped kidnap other africans they didnt like in exchange for money. the reason west africas a shithole now is because their civilization declined after the end of slavery and whites saw that as an opportunity to seize for their resources. africa was actually a pretty wealthy continent before the 1800s, especially during the mali empire around the 1400s
