Think of it like this. You're claiming to be able to write down 0.999..., while you really can't. If you can not write it down, how can you know what it is? We know that 0.2 > 0.142857..., which is also a neverending number, but we know this because it can be expressed as fraction. Try expressing 0.999.. as a fraction.

Assume there is a small perturbation, e > 0, such that 1 = 0.999... + e.

0.999... = 3 * 1/3 = 3/3

so 1 = 3/3 + e,

We know that there exists an integer, d, such that 3 = d * 3, namely d = 1.
Hence 3 divides 3. We know that 3 = 1 * 3 so 3 divided by 3 is 1.

Hence we have 1 = 1 + e. But since we chose e > 0, we have that 1 is strictly greater than 1. This is a contradiction.

Hence we must have that 0.999... = 1.
