It's the Super-Kamiokande Detector, which detects neutrinos via Cherenkov radiation, which is radiation produced when a partical travels *through a medium* faster than light would travel *through that medium* (the speed light travels through water is much slower than the speed it travels in a vacuum, and so particles can travel through water faster than light travels through water). It is able to determine the particular kind ("flavor") of neutrino it has detected by measuring certain traits of the Cerenkov radiation.

The purpose of it was to prove that neutrinos oscilate between their various flavors. They fired a beam of all of one flavor of neutrinos from a particle accelerator far away, and waited to see if they detected a mix of different flavors of neutrinos at the detector, showing that some sort of oscilation had occured. It was sucessful in this purpose.
