Your "system" fails to take into account job creators. It assumes that people will hire anyone as long they fit the credentials but that simply isn't the case. There's more than experience that goes into hiring a new employee, there are upkeep costs, infrastructure costs and liabilities that come with a new person on the team.

There is eventually a point where hiring people just for the sake of hiring them isn't profitable, even if they are much better than people who currently work there.

This system would completely fail if implemented today or anywhere in the foreseeable future.
