You don't need to reverse engineer the brain to figure out how to improve cognition. It's just a systematic process of trial and error. Check out Quantified Mind.

First step is cutting out harmful addictions, such as drugs and porn/masturbation. I can guarantee that by cutting them out your mental state will already be far better. Eat healthy and take supplements for any deficiencies. Exercise regularly, daily cardio and/or lifting 3-4 times a week with a good routine. Get ~8 hours of sleep or however much you need to wake up feeling energetic the next morning, no more no less. Meditate daily (mindfulness / concentration on the breath). After you have sorted out physical factors, such as dopamine balance in the brain, it's a purely mental process which requires constant meditation. But likewise if your brain isn't ready for it, and you have deficiencies, you'll see very little progress. Keep working on yourself constantly.

Intellectual achievements =/= high intellect. Anyone can be successful if they work hard.

This stuff really doesn't take long. Think of it as mental hygiene. To focus effectively, you need to clear your mind of disturbances and keep it in balance. 20-30 minutes of meditation a day won't take up all of your time, neither will a healthy amount of exercise.

But you are missing his point. Unless you are highly abnormal it is going to probably take you some time to fall asleep at night, and it takes some time to wake up too. If you're giving yourself chronic sleep deprivation only sleeping 6 hours a night or something, you might pass out instantly but if you're getting a healthy amount of sleep it does take 20-30 minutes to fall asleep at night, so 8 hours in bed wouldn't be quite sufficient for 8 hours of sleep.
