I got the impression they merely wanted more time to weigh the pros and cons of tampering with the effects eugenics might have on future generations.

I think every scientist is well aware that the beauty of science comes from limitless possibility, in fact it's what probably turns them on. To say "going too far" is really just relative to when and how the new tech is presented.

Didn't read the article so I'm just replying to this post here. Gene therapy has a mechanism that involves genetically rewiring a virus so that it has enough of its own genes to infect the cells you want it to infect, the non-reccesive allele that you want to treat and less genes than needed to infect someone. We didn't achieve this yet, we may induce carcinogenesis or new diseases.

It's a reasonable statement.
The problem with it is that tech development speed out paces human lifetime massively.
An enhanced human born next year might suffer from all sorts of issues illnesses and a general bad quality of life compared to one born 10 years after who both eclipses the enhancements and does so without huge issues to quality of life.
