is it bad i can solve complex math problems with an example from the text book next to me but can't with just my pencil and paper?

It just means you dont entirely understand all the strategies the book is using to get the answer, since there are a lot of them and can be used in any order.

Depends what you mean by complex.
If you can prove new thing when you have an idea of a similar proof, then that shows you understand the theory, but are not fully familiar with it yet.
If it is something computational, like calculating a derivative, integral, differential equation etc. then I do think it's a bad sign. Those sort of problems are very easy if you have an example showing you how to go about it, so being able to solve it with the book open means you are more or less just copying from the book.
