They're honoraries. You don't need to do anything specifically related to research to get one, the whole point of them is to honor people.
Neil is not a particularly amazing scientist but he's been a very good "face" of science. I'm guessing most of us live in democratic countries where funding is often based at least partially on public perception, so I'm sure you can see the value of someone who encourages the public to be more interested in the sciences.
